Formatting a drive doesn't actually overwrite the data, it only overwrites the files that 'map' the names to their locations on disk (FAT for older Windows/DOS systems, $MFT and others for newer NTFS based systems). The data, including often the original 'map' still exists. There are all sorts of free utilities that will rebuild those files, thus recovering the lost data.
Many of them are also available in the form of a bootable CD, so you don't even have to take the drive out of your PC - just follow the onscreen prompts.
Wiping is another matter. It writes a 0 or 1 to every byte on the drive and is unrecoverable.
