How (or where, I guess) can I get a duplicate title for a car?

The title for my mom's car was lost in the 2016 flood.
She has moved out of state and needs the title to register the car in her new place of residence.
Looking at the DMV site, it seems pretty straight forward.
Anybody know if I can do this at a notary shop/Express DMV or if I HAVE to go the gaping hellhole itself?

You can got to any auto express title shop, went with my mom last week. 100 something bucks

You can do it for her, you'll need the registration a d a copy of her driver's license.

It cost me $72-$76 at the real DMV. Don't go on a Monday or a Friday.
