Because the human brain isn't designed to be woken up in pitch dark. Our circadian rhythm is entirely predicated on cycles of dark and light. Most people don't want to be miserable first thing in the morning for a quarter of the year.
As gets brought up in every thread: we tried permanent DST once; everyone fricking hated it. I swear, the permanent DST crowd is more delusional than college freshman who think communism will work this time

I just really like being able to have a nice evening in the light and getting shite done outside, or playing golf like Tyga said.

Which I get. And if this were a debate about adding an hour of daylight, it would be a no brainer. But it isn't, and the overwhelming majority of people aren't willing to trade waking up in pitch dark for a quarter of the year just to push that daylight a bit later in the day. Again, we've tried it already.
