I do NOT think this person is racist. I am going with Aspergers.

On cellphone video of the altercation, you can hear a man yell, "Shut up slave! Do not talk to me!" at an African-American man. William Boucher was charged with three counts of misdemeanor battery, Chicago police said. Boucher is scheduled to appear in court on July 5. The incident occurred at about 2:30 p.m. Tuesday in the 0-100-block of West Lake Street and ended with a punch thrown, sending a 59-year-old man to Northwestern Memorial Hospital with an eye injury. Boucher also allegedly spit on a 30-year-old male and 34-year-old female, police said. Starbucks employees said the suspect has been a problem customer in the past, but never violent.

According to the AMA, Asperger's isn't real anymore. So he must be racist.

In the DSM-5, which is published by the American psychiatric Association, it is subsumed under autistic spectrum disorder. In the ICD 10, it is still Aspergers.
