Google biz/ad words express questions

How much do you spend each month on advertising with ad words express through google biz?

What are some pro's and con's of paying?

I've heard mixed reviews on whether to pay or not so not. Someone was telling me that based on how many positive reviews you have on your google biz page you can jump to the top of list w/o paying a single dime. I went through the google biz process, signed up>got my activation pin # in mail>set up ad words express ect. But still don't see my business when I do searches.

Any information would be helpful...
