You serious Clark? They will have to answer for it regardless if they "rob these special programs blind". Of course they do, which is why they got caught - via an audit of their timesheets.
Curious to know what the penalty for something like this is outside of a felony. That is some serious jack they'll have to repay.

That audit stems from a TV investigation.
They damn sure weren't being held accountable by the local DAs or other LSPs.

This hurts the honest ones. It’s a win-win program if its not abused. I know deputies in “poorer” parishes that make less than 30k a year. This programs allows them to make ends meet. The ones that claim hours not worked are guilty of theft and should be dealt with.

The program is set up in a way that it is only abused. The LACE program wouldn't exist if officers weren't writing enough tickets to cover their cost. That's a quota, and it's wrong.
If these programs were about real safety or something that didn't generate revenue, I'd concede your point.
