FFCRA Paid Leave: why exempt large employers?

Under the Families First Coronavirus (chinese virus) Response Act, employers with over 500 employees are exempt from the paid leave and fmla portions of the new law.
Why? Is it simply another hookup to big arse companies in the USA?
Why wouldn't an employee at a large company deserve the same protections afforded to employees of smaller companies?
Is my ignorance about employment law causing me to miss the point ie: there are other protections afforded to sick people who work for companies over 500 people?
