Because for some weird fricking reason, it's illegal to make someone prove that a dog is actually certified. Not sure if it's from the ADA or what.
There are scumbag attorneys who make a living just with these suits. They measure handicapped spots and if it is an inch off they file suit. One files a suit against a strip club because they had a shower on stage for the strippers to dance in and it was not handicapped accessible.
