Depending on the areas in question, I think deals can be struck.
Certain areas of Zachary got fricked in 2016 and before thanks to record flooding as well as uncleared blockages in some drainage areas which lead to massive flooding.
There is one particular area in Fennwood, which is a Tara-style older middle class neighborhood, which literally got about 8 feet of water, to the eaves of the houses, because those houses are in a dip and something blocked the drainage canals.
Considering market value on those houses are shite because they flooded and everyone knows they flood, someone willing to lay out cash to buy the properties may be welcomed.
Granted, these dumbfricks will managed to do things worse than the people responsible for the Livingston parish interstate changes that helped flood out 90% of Denham.
