It's called an Oxford comma, and it used to be standard English grammar. It was primarily ad writers and newspapers that pushed for the Oxford comma to be optional.
There are some instances when it's absolutely needed for the sentence to make sense.

Commas aren’t a big deal, it’s the proper use of semicolons that several people overlook.
