If Homeland Security hires 2000 people for the prevention of alligator attacks at their satellite office in Des Moines, and there hasn't been a SINGLE alligator attack in the history of their Iowa Alligator Attack Prevention division, should they deserve to be kept on for exceptional job performance?

What happens to the CEO of a company, or any employee for that matter when the company goes bankrupt?

Thats essentially what is happening here.
