Back the HOA. If she can't even cut the grass you can bet she won't do anything else to maintain a house either. She needs to be in an apartment. You need to get her out of there before the house becomes a derelict that nobody will want. This is what has happened to a house 4 doors down from me. It's become a dump and we think it will just become section 8 and the beginning of the end for our street.
