I know a couple that does this, I wouldn't say it pisses everyone off as much as shows how little and insecure they are. We just end up walking faster or moving away to give them space so they stop looking like giddy preteens.

Because they're whispering behind your back. By the time you look, they quit talking about you and making fun of you.

When you try to bust them, you gotta be quicker than that.

Immediately call them out. My sister used to do this, drove us all crazy until we had a family decision and decided we were gonna call her out on it every time she did it. It was a borderline intervention. She's still not great about it, but she's better.

I definitely think it's a younger generation thing. The first time she did it around my grandma, grandma goes "SPEAK UP HUN I CAN'T HEAR YOU", we all died laughing. Grandma was legit confused about why she was talking so quietly.
