They do this bc if they give me $5 chips and the person next me $5 chips, we both place it on number 21, they won’t know who the bets are for.

The casino only has so many color chips so they reuse the color when they don’t see those chips being used. You are not supposed to walk away from the table with those color chips.

It's very odd that they didn't. Some places won't even let you leave the table unless you color up since there is a not a large number of non-value chips.
