Who ruled it unconstitutional? Nobody. A lowly district judge in NY ruled the way NY implemented it was unconstitutional, but not the practice itself. No similar rulings have been made in LA.

Because the voters who elect them and then re elect them, because the voters have no critical faculties, because they can get away with it, because good government has not existed in New Orleans since the end of Chep Morrison’s terms as mayor early 1960s. And because “culcha” is deep rooted. One of two solutions: massive hurricane like Katrina or Camille or else nuke.

50 years study? How much will that cost? Whose generational changes is this woman talking about? What is this plan - Out wait the killers and hope they all die of old age, and that no young guns rise up in their wake?
