The money to pay for the unfilled jobs is included in the budget so the elimination of those unfilled positions has the same effect on the budget as a filled position eliminated by a rif.

I understand your point but seeing a government perform a layoff is actually a big event.

It’s become just accepted that government positions are basically irrevocable.
