The state is never wrong. The state will determine what is right (sending all the grain to the capital) and what is wrong (speaking bad about the state). It’s easily corruptable because the moral foundations aren’t unshakeable.

On the other hand, a divine moral is less likely to be manipulated (although I admit it’s still possible and does happen) and may lead to a more stable society

I guess my point is... religion doesn’t necessarily have to be true to be effective

Society, in this context, does not refer to government. Societal norms, when it comes to rape, murder, theft, etc., are relatively universal, regardless of the form of government in use.

Not necessarily. For example, SS storm troopers thought they were behaving morally by gassing the Jews because of the form of government they lived under.
