No doubt, I'd say 75% of ones I see are fraudulent. I probably see a dozen per day that have been on the car for so long you can't even read them. They get to skip paying taxes, inspections, registration, tolls, red light violations, and insurance. I have no doubt you could go to a flea market on the west side of SA on the weekends and buy all the paper tags you want.
