How would that apply in this situtation?

If vested, his retirement is safe regardless if he was fired or resigned in lieu of termination.

His benefits could be affected by his break in service, but that’s probably not relevant in that he’ll likely never be hired anywhere again as a civil servant.

eta: the whole "thin blue line" thing is a crock of shite and needs to end. If a cop is turning a blind eye to evil shite another cop is doing then they are both evil cops.
