Bonnet Carré Spillway crossovers

My dad(43 yrs with DOTD and worked as a surveyor on construction of most of 10 between BR and NOLA) told me those crossovers were perfectly fine for redirecting traffic(2016). He said and I absolutely believe it that LSP is just too frickin lazy and straight up doesn't care enough to use them to alleviate traffic during a closure event. He did say they cannot handle multi axle trucks and semis.

FWIW My dad was a Major with DOTD Weights and Measures dept before he retired and the entire department was absorbed by LSP Dept of Public Safety. He knew what he was talking about.
