He probably could have gotten out of that ticket. Olla was illegally writing tickets to their Mayor's Court under state statutes a while back.

sorry to hijack, but since it's Utah, are there any Mormons on here, or does anyone know anything about this "mission" or walkabout" business? was coming home from work last night just before midnight, 28 degrees and humid, there's two of the walkers on the side of the road, with slacks and their short sleeved white shirts on just walking(one was a cute young lady,) where do they go? never seen them actually stop anywhere, where do they stay? how do they finance their walkabout?

I’m guessing this stipulation is to enforce violations on those who abuse the law.

Example- you come to a red light, stop for 5 seconds, no one is around so you go. Not gonna get a ticket. But if you do a rolling stop at a red light recklessly when other traffic is around, that gives officers the freedom to issue a citation whereas otherwise the reckless driver could use their own definition of “light traffic” and claim they considered it light traffic and therefore okay. Easier for an officer to say it wasn’t 90 seconds and the driver can’t really argue that.
