Advanced transmission help prt2.. TCC not unlocking, causing issues?

A little while back I had a thread about my transmission and got some help. Well the valve body wasn't the only issue, I found metal and decided to pull the transmission.
I had a blown up direct drum which is super common in Fords.
I rebuilt the unit. And threw in an Ebay torque converter.
I have about 300 miles on rebuild. It shifts smooth as butter. No issues going to third no noise.
The issues are two fold. There is a stall at times before first gear engages (only in drive not in 1st with band locked) at other times, the engine will go below 400 rpm and stall unless I put it in neutral or give it a little toe pedal.
Im thinking I have a funky torque converter? What say the transmission mechanics of the OT?

I didn't want to refuse the factory TC because of metal contamination and my shitty welding skills makes it impossible for me to rebuild one.

Did you check the modulator valve before you did all that?

I bypassed the modulator valve and filled it with headlight fluid.
