You are assuming that the individual has been trespassed from the property. If the property owner hasn't had the person trespassed then joe schmoe calling the cops on them won't do anything.

Then the dude will just move across the street anyway. Tell the gullible idiots in your town to stop feeding the strays and they will move on.

Stopped on my way home yesterday for refreshments and there was a guy, as usual, begging for change. Yesterday it was 60 cents. As I was getting back in my car, some dumbass was giving the guy money. The begger then walked over and got on one of those Gotcha bikes and rode off.

Wal mart near me has ZERO beggars. It is shitly run, but no one asking for change, food, clothing,etc.

That walmart location must do a good job of trespassing vagrants. If enough customers complain to the store owners about panhandlers on their property it will be effective. A customer calling the police on a panhandler likely won't accomplish much.
