I don't use that exact line, but I don't think it always means the hostile intent that you're implying.

I use a similar line when another department could better assist a customer, not because I'm being lazy. I'd rather send the customer to someone who can best assist with their concerns rather than me, using half-knowledge, try to give them a fluff, bs answer.
