The article keeps referring to the boy's grandparents and great grand parents. Not sure if his parents are even around. Might explain a lot if so.

I googled a longer article that says both parents were home. I don't understand how an 11 year old can be in possession of a loaded shotgun, in a small trailer with two adults no less, and nobody notices.

I think the punishment is reasonable. There are no good outcomes to situations like this.
