Why do we call TOs on manageable 3rd downs?

If they run it, we get ball back with 1 minute and 1 TO. If they don't, they have around 1 minute to try and score. These deals seem to burn us every time

They were hoping they would go 3 and out and have decent field position.
But the risk was they could convert, but you can’t take the timeouts to the 2nd half.
Who knows, it also gave the Dome some time to do the Coke Zero pass contest on the video boards.
