Definitely possible (see Indianapolis), but damn that's risky.
I think viability in the NFL is very fragile. If you are able to flip everything in a season like you mentioned, you can sustain, but if not things can change quickly. We're already close (IMO) of losing the winning culture we've previous had under Brees/SP. If we went on a tanking firesale on a year when Bortles is the best QB available then all the sudden thing gets messy very fast.

My scenario would not apply if CSP were to stay. He ain't tanking a season on purpose.
