If they want to enforce the rule fairly, then they should not throw the flag and/or fine the defender if the offensive player ducks his head at all. You can blame Thompkins more than Jenkins for any helmet to helmet contact - Jenkins lined up his tackle and Thomplins ducked into it. It should've been a no-call and definitely no fine.

Malc Jenks tried to stay within the small window of acceptability during the hit. Kenbrell took that window away resulting in an unfair judgment by the refs to make a personal foul call and a completely unacceptable call by league officials to fine Jenkins.
