Can Kellen Moore Suit Up At QB?

If Carr is going to miss the entire season, wouldn't it be in Loomis' best interest to save the money and just ask Kellen to play QB?
It would be a better locker room move than signing a team killer like Aaron Rodgers. Plus, he couldn't be any worse than someone like Drew Lock. Imagine the locker room videos of the starting QB giving the game ball to himself. Badass
