Not really. Okafor's salary isn't too far off from what you'd be paying Howard. You would need to either keep West from getting much of a raise or go with Landry as your starter, but I don't see money being the problem. The problem would be Howard needing to say NO and only NO. I could see the Lakers offering Bynum and Odom which would be more attractive to the Magic than an Okafor and West based package.
