I will say that a lot of rock front men dabbled with the instrument, most notably Huey Lewis, Mick Jagger, Bob Dylan, Neil Young, etc.
Popper's style is controversial, as he departs significantly from the blues foundation. I think it is clear he's a virtuoso - as far as rock musicians can be - on the instrument.
But, Popper, Magic Dick (J. Geils Band), Greg "Fingers" Taylor (Jimmy Buffett), Daniel "Sugarlips" Joseph (Jughead), among others will get a lot of kudos for harmonica work on rock records.
