There are a few independent venues in Dallas, Houston and of course Austin. And I've been to indy venues in other cities. But you have to have a very knowledgeable person booking music and it helps if they have built relationships with artists and managers. There are many, many good bands that aren't on the level of big acts that Live Nation, etc will book but that draw a good audience.
