Its a really fine line he has to walk
If he stabs Ian in the back and crushes him, it will make a negative jury house and he will definitely lose his vote...so it would be smart to make Danielle be the one that does it
However, allowing Danielle to win that final HOH would means she won 3 straight competitions to the end and along with the other comps she won earlier would make her resume impressive and harder for Dan to look like he "carried" her
I don't know what I would do if I were him, that's tough...

Ian's ego wouldn't let him not vote for Dan. He wants to say he was the #2 greatest player ever and lost to #1 so now he can go to all-stars.
