I think when you are looking at it over a 20 year period Beyoncé is easily the answer. The last 5-7 years Swift has obviously been more popular, but Beyoncé rose to prominence in the late 90s and has never had a major misstep (Britney spears) or faded from stardom (Christina aguilera, every boy band, etc.)
