That was a film about a giant mutant Iguana.
In their Millennium series, Toho cut a joke about it and made GINO (Godzilla in Name Only) a joke in battle in "Final Wars."
That 1998 creature has an official Toho name, "Zilla." Toho was embarrassed by it so much they bought the rights to the monster so only they could use it as they saw fit.
