I haven't had as much time to devote to tv watching as I used to, but for it's time, Hill Street Blues was absolutely amazing!
It changed the way all cop shows were made thereafter.
One of my favorite "cop shows" was Barney Miller - a comedy, but still a cop show.

Homicide had the best stories. Every episode was so well thought out and were great plots.
The Shield has great characters and is one of the few shows where you want to see a bad guy win (Vic).
