She hadn't regained her memory and had left to figure out what she was going to do next. Yes, he found he at the beach, and she asked him to kiss her to see if she would get her memory back like Morgan was saying, but they never said if she did. The writers have said that they intentionally left it open ended so that the fans could decide for themselves if they got back together.

It was ambiguous about whether she got her memory back, but she was obviously very affected by the story of their lives. The way he told their story it was as if she basically was a viewer who watched the series and fell for chuck. It was a nice move because instead of chuck being the surrogate for the viewer, now it's Sarah. It's as if the entire show was chuck telling the story of their lives to Sarah on the beach. And she seemed to love him at the end. If she doesn't remember for herself, she'll continue to live it through his stories. It allowed chuck to be the hero in a chuck kind of way even without the intersect, while making Sarah much more relatable than she had been before.
You can disagree, but that's why I thought the ending was perfect for this show.
