Water benders would be pretty much unstoppable if they gave them all the possible real world uses of the power. Realistically they'd be able to rip the water straight out of a person or animal.
But it's a kid show and they were trying to make the magic mostly balanced. I think they succeeded with that for the most part.

There’s an episode regarding bloodbending by waterbenders and it’s more of a dark art, but it can be and is done.
