How do we define a "reach"? The term intuitively would seem to mean "drafting a player earlier than necessary" -- i.e. "reaching up to get him" -- in which case the question is less "Is this guy a first-round talent?" and more "Is this guy going in the first round?"
From THAT angle it's Manuel. Manuel undoubtedly has greater potential as an NFL quarterback, but there was actually serious talk about Tebow going in the first round in the 2010 draft. Manuel was literally out of nowhere.
