The only talent the Browns had are currently playing for the Jets and Bucs.

The Browns have nothing going for them. I don't like any of their QBs, WRs, or RBs. They are just dreadful.
Detroit has some promise, Jacksonville has some good offensive weapons, Stephen Jackson keeps the Rams out of the picture. Tampa Bay is close, but I think the Caddy keeps them from being dismal.
If the Raiders have really given up on JR, then they are close behind the Browns. I wouldn't call McFadden a bust yet, but he also is not setting the world on fire or even showing sparks. Buffalo is pretty bad but Fred Jackson and Lee Evans show promise.
I just see almost no promise from anyone on the Browns. Admittedly, I know almost next to nothing about all of the defenses. I mainly know all the offensive weapons from a fantasy football standpoint.
I say the Browns win, with the Raiders in second and Buffalo chasing them both.
Last Sunday, they had a graph with the touchdowns per teams, and I think 3 teams had fewer offensive touchdowns than the saints total defensive touchdown number.
I still can't fathom the Braylon Edwards trade leaving the team with no quality wide out with a young undeveloped QB.
The management problems in Cleveland also keep them entrenched in worst place, but the troubles with Al Davis and his continuing revolving carousel of coaches will keep them battling for worst place.
