The 15 yard penalty works fine in college and is a better rule, no reason it can’t in the NFL.
Maybe throw in a rule that so many personal fouls in a game and you’re ejected.
I’m tired of seeing a 30+ yard penalty (often 50+) for a ticky tack foul that could have gone either way. Or just having them outright miss obvious calls which is the impetus for the new rule - I’d rather it be the right call than cost a team a chance to win the Super Bowl again.

Saints/Rams controversial play happened with 1:49 left.

After 2:00 it can still be reviewed from the booth. With the time they had to look at it before CSP sent out Lutz, it would have been impossible not to review without openly admitting to a fix.
