There are 4 teams that have been eligible for every NCAA tournament and have never made it: Army, The Citadel, St Francis (NY not PA) and William & Mary.
So the list of random universities that made the tournament is basically every other team.

The first tournament was in 1939, so the list of schools eligible for every tournament may not be as large as you think.

Same. The fact that a school that small made it to back-to-back national championships is still just mind blowing.
It's hard enough for a school like Duke or Kansas to pull that off.
