If the ball was loose when it broke the plane of EZ it is a touchback.

Yeah. Loose scrimmage kick breaking the plane of the EZ in high school federation rules is a touchback. Kick never ended, it was just muffed. Looks awkward but that's the right call. If it was caught and then fumbled its live. Kicking team's best scenario is to recover at that 1 in that situation.

Yeah. In that situation the team muffing the punt is rewarded with 20 yards and possession of the ball.
