The question, as sfp aptly pointed out, is are we ranking domination of a particular sport, or overall athletic ability?

If domination of a sport, then Phelps is in the discussion (although I don't know what his achievements are outside of the olympics).

If we are talking about overall athleticism (speed, power, agility, endurance, reflexes, mental toughness, etc), then we have to weight performance in the water vs performance on land. If you weigh those equally, then he is still in the discussion. If you give more weight to feats performed on land, then he's probably not in the top 10 million.

For the record, decathaletes are the best overall land athletes, and it's not close.

the only way you can judge this is to take all factors into consideration such as domination, competition, popularity of sport, impact on sport, etc. taking all these things into consideration, i dont think he makes it. as far as domination, he would probably rank in the top 5. but overall, no.
