As bad as the actual act itself. As for the boy's reaction to the situation, to ask if he was "allowing it" is a very irresponsible question. It begins to take the onus off of the demented adult and opens the door to spread the blame over both parties. Any number of emotions may have lead to the 10 year old boy not flailing and screaming...he was embarrassed, terrified, confused, ashamed, etc. However, his response should not temper your disgust towards the adult.
