Problem with Carter was the WR's were taking votes from one another. Tim Brown and Andre Reed have some voters who think they should be in because they have waited longer. It sucks for Carter because he is no doubt a HOF.
I think you can make a great case for Andre Reed too.

Michael Irvin is a HOFer now. No doubt Cris Carter was a better receiver and deserves than honor more than Irvin.
Besides, Carter is just cocky, as most good receivers in the league. Dude's never been arrested, to my knowledge.
