I'm referring to where the championship game would be and what stadium it would be played in. ESPN would be set up in front of Reliant Stadium if it where Houston/USA. They don't play the championship game in multiple stadiums in different cities. The focus of the World Cup would be in Houston if this was the case.
In 2010, they built a stadium in Johannesburg and Johannesburg was one of nine host cities in South Africa.

Region could host a World Cup. Airports, suitable venues, etc are in place.
Region could NOT host an olympics. Too expensive to construct necessary venues. A big time money loser.
