I lived near the Millennium when I was a student. That area is....not very nice. Still remember trying to get to class when that drug dealer got shot in the parking lot there and the cops shut down the road around it for a few hours. It sucked.
If money is no issue look up the King's Daughters Inn. Otherwise, just make sure not to forget your vest!
Legitimately though, Brightleaf and Downtown Durham are actually very nice. Both walkable areas with great restaurants, good bars, and interesting (albeit overpriced) shops.
Frankly I preferred Durham to Chapel Hill and thought Franklin street was underwhelming. Much preferred Carrboro despite the hippies, it actually had some character.

I went to a UNC game earlier this year. I have to say, it was quite underwhelming. Admittedly it was a very early season game against an OOC cupcake, but the place was half empty and there wasn't much spirit. The building itself is nothing special. I'm sure it is much cooler for a bigger game.
Seeing all the banners and jerseys was pretty bad arse though. Franklin Street was cool to hang out, but again, not particularly special.

I think you are a few years younger than me, but the area around the Millenium was fine back then. I lived in the Belmont as a senior, as did a ton of undergrads, and that is right by the hotel.
As for the Dean Dome, I have heard it is fairly underwhelming outside of the big games.

I went in early 2007 and it was fine.

Went to Carolina last year for an OOC game. Still was a sellout.
Upper section tickets are your best bet, and they aren't bad seats at all.
Franklin Street is AWESOME.
