I locked in yesterday for home purchase at 5.75%, no points, 7yr ARM, with $0 down.
Only catch: Required to open a savings account with $25k at 5%.

I would not refi at these rates. Doesn't seem to be a big enough difference from your current rate. They will be a little lower by end of the year and might be worth it then.
