Unless you plan to tell everyone precisely when to get back into equities, you shouldn't be advising them to stay out.

I may not be able to predict when the sun's going to come out, but I can sure as hell tell you it's raining.

Are bonds equities? Stocks? what, as an example, would my 401k tool (appropriate term) call a "non-equities" fund or category? Thanks.

Non-equities, for these purposes, are pretty much anything but stocks. Bonds are a form of debt.
If you don't understand these basic distinctions and definitions, you're not ready to make these decisions. You should go to the library and get some beginning investing books. Do a quick search to find some that have been recommended in the past.

No, I'm going to eventually go outside after the sun comes out, but in the meantime I'm sure as hell not going to stand around in the rain.

I didn't change my current mix by moving money from stock accounts to others, but I did change my future allocations to a majority of long and short term bonds and MMA for the time being.
